Dr. DP Sharma, Professor, Scientist & Advisor (Education, Research, & Digital Diplomacy)

The confluence of the five, an eminent academician, author, researcher, rehabilitation technology expert, and digital diplomat, Prof. Dr. DP Sharma is a strategic innovator and international orator. He is the recipient of 61 National and International Awards and a wide range of appreciation, including the Godfrey Phillips (Red and White Bravery) National Award-2001 for social courage, anticorruption, and upliftment of Divyang (disabled) with dignity, Rajasthan Ratna. Bharat Award-2024 by Rajasthan Information Technology Organization and one of India’s highest civilian awards, the “Sardar Ratna Life Time Achievements International Award- 2015” (in memory of Modern India’s Architect and first Deputy Prime Minister of Independent India Sardar Vallabhbhai Patel) for Mind of Steel & Social Transformation through Education & Technology.  The Honorable Prime Minister, Shri Narendra Modi, invited Dr. DP Sharma to serve and support the Cleanliness Mission of India (Swachh Bharat Mission) as National Ambassador for Youth and Academia (2017). Following the spirit of this mission, he also played a key role in overseeing and creating the “My City, My Duty” App for Jaipur City. This initiative aimed to support the Swachh Bharat Mission (the Clean India Mission). The “My City, My Duty” app was launched by His Excellency Shri Kalyan Singh, the then Governor of Rajasthan.

Dr. Sharma has received recognition for his achievements in Rajasthan.  He was included on a Google list of 21 famous people from the state between December 2019 and February 2024.  In 2022, the Rajasthan Foundation of the Government of Rajasthan named him a Legendary Personality of Rajasthan.

Dr. Sharma’s work has taken him around the world. He has collaborated with organizations in France, Germany, Belgium, Ethiopia, South Korea, the USA, Thailand, the UK, Malaysia, China, Singapore, Egypt, Switzerland, Norway, Saudi Arabia, Sudan, Turkey, Dubai, Canada, the Netherlands, and many other countries.  His activities in these countries have included academic exchanges, research projects, digital policy diplomacy, keynote speeches, international conferences, and serving as an advisor for research projects with organizations like VLIR-UOS, IGF, and UNDP.

Dr. Sharma actively contributes to digital governance discussions. He participated in a stakeholder dialogue at the UN’s Internet Governance Forum (IGF) in 2020. He further championed digital inclusion by presiding over a session on the topic for the Government of India’s IIGF-India initiative in 2021.

Dr. Sharma’s dedication extends to education. Since 2023, he has served as an International Professional Ambassador for the Institute for Education Research and Publication (IFERP).

A prolific writer, Dr. Sharma has authored and contributed 27 books spanning diverse topics on computer science and information technology (13 textbooks, 6 book chapters for Vardhman Mahaveer Open University (VMOU)-Kota, 6 book modules for a foreign online ET college, chief editor of 1 book for Vardhman Mahaveer Open University (VMOU)-Kota) and a book on the engineering Metaverse in press). He has also contributed chapters to a Springer publication (3 chapters to “Autonomic Computing in Cloud Resource Management in Industry 4.0”).

In addition to his books, Dr. Sharma boasts an impressive collection of 112 research articles in indexed international journals and conference proceedings, 69 editorials, and 5 patents published and granted (Indian-1, Australian-3, and Indian-1 registered ).

Dr. Sharma brings a wealth of international experience to his research endeavors. He served on the International Research Advisory Commission for Educational Psychology at Vrije University Brussels (2018–2019) and has a history of advising doctoral students across institutions. He was a joint advisor for a DAAD Ph.D. scholar at the University of Hildesheim, Germany, collaborating with AMU, Ethiopia (2000–2023). Additionally, he held external research advisor positions at Université Paris-Sud, France (2019-2022) and the Applied Research Lab for Artificial Intelligence at Vrije University Brussels, where he played a key role in improving teaching and research processes at AMU through information technology advancements (Project 1, VLIR-UOS program), under the Institutional University Collaboration (IUC) program with Flemish Universities, Belgium.

He has been an expatriate external Ph.D. advisor at universities in ASTU, AU, AASTU, and AMU (Africa), UPS University (France), HU (Germany), VUB University (Belgium), and RTU, IIS, and SGVU (India). In 2017, he was invited as a visiting professor at the University of People (UN-affiliated, DEAC-accredited) in the USA.

Dr. DP Sharma was recognized as one of the top faculty ambassadors by IBM USA and served as the Academic Faculty Ambassador (India) for Cloud Computing Offerings (AI) from 2009–2010. Listed as an academic celebrity, he has collaborated with various international organizations, including the ILO, UNDP, and IGF, along with DST, Rotary International, and NYAS-USA.

Holding expertise in IT, he is also serving as an independent Director of SMC Finance: Moneywise Financial Services PVT Limited, India, under the Indian Government Companies Act, 2013 (March 28, 2024). On a global scale, he has delivered 60 keynote speeches on information technology, computing science, and digital diplomacy across numerous countries.

Professor Sharma’s expertise is in high demand! He has received numerous visiting and guest professor appointments at prestigious universities and institutions around the world. His travels for academic pursuits have taken him to South Korea, Canada, China, Singapore, Malaysia, Egypt, North America, Ethiopia, Thailand, Dubai, Yemen, the Netherlands, France, Germany, Sudan, and Turkey. Professor Sharma has also delivered distinguished plenary and keynote speeches at international conferences and conventions organized by IACSIT and SCIEI.

A renowned speaker in high demand, he has held prestigious positions (Conference Chair, Program Chair, Technical Chair, Technical Advisor, Organizing Secretary, IEEE TPC Member, and Editorial Board Member) at numerous international conferences. These conferences were organized by esteemed institutions like IEEE-Tunisia, Elsevier, IEEE-India, Springer, SCIEI-USA, SIE-Singapore, IACSIT-China, TTP Inc. Switzerland, IETE, IFERP, and ISTE-India. In August 2017, Dr. Sharma was nominated as a jury member for the National Award Selection Committee for the Big Data Innovation Award by the Ministry of Higher Technical Education, Govt. of Rajasthan, under the National Science Innovation Mission India-2017. He has been appointed as an Apex Board member of the ICT and TPAI of Africa. He has advised numerous projects and policy drafts for downtrodden communities under the schemes of the UN Convention for PWDs and IT Ethical Policies for Least Developed Countries (LDCs).

Apart from the intellectual contributions; there is yet another horizon where Prof. Sharma unfolds his wings as a Social Activist, Freelance Columnist, and Creative Writer. He has written several articles on contemporary issues of technology and digital diplomacy. In addition to his expertise, he has lent his voice to prominent publications such as Rajasthan Patrika, Dainik Bhaskar, and the INVC News Portal, serving as a freelance editorial columnist and publishing many thought-provoking pieces.  He has published many editorial articles or essays about research, innovations, technology, good governance, and rehabilitation in leading international magazines, newspapers, and E-portals.  An iconic innovation, ‘The JSE’ was developed under his supervision to support the ease of job searches for people with disabilities, and later it was invited by the Ministry of Social Justice and Empowerment, Government of India, to present in Vigyan Bhavan Delhi to nominate for the “Best Technological Award “by the Indian Government in 2005. 61. Invited as a Distinguished Subject Expert and played a key role in shaping accessibility policies. In 2006, the Rajasthan government’s Commissioner for PWDs invited him, a technology-based rehabilitation expert, to draft a proposal for the “New UN Convention for Persons with Disabilities.”
62. Invited as a Distinguished Subject Expert (Education and Rehabilitation)) at a national teleconference organized by Rajasthan’s Regional Centre for IGNOU. During the event, he shared his valuable perspectives with Dr. S.N. Jatiya, who was the Chief Guest and held the position of Minister of Social Justice & Empowerment in the Indian government at the time.
